What you are describing does not exist. There are multiple park systems and many jurisdictions, all with different regulations... the closest things to an annual pass that will allow you to backpack regularly would be the Adventure Pass for southern California, which is essentially a parking permit. The wilderness areas in the southern Los Padres National Forest do not have a backpacking permitting system, so the only other paperwork you would need would be the campfire permit, and you need either the Adventure Pass or the Interagency Pass to park there. But that's not a good destination in late summer as water becomes scarce. Other places in southern California will also use the Adventure Pass for parking, but will have different backpacking regulations.
You will need to pick and choose, I'm afraid. Not all trails are going to suit your needs. Fortunately, most parks and their regulations are online for your convenience. A Moon guide or Falcon guide to California Hiking would be a great resource for you.
