What are those big green box looking things people have strapped under their packs? Pads?

I have no idea. Maybe you can describe it further.

I have never seen a big green box looking thing on a pack. Pads are usually rolled. Sometimes people with external frame packs will put a sleeping bag in a stuff sack on the outside, but that's not so common a sight any more, and are also usually cylindrical. Some bear canisters can be carried outside the pack in a zippered nylon bag, but they are cylindrical. So I have no idea what you might be referring to...

Sounds like you are talking about the bear proof food containers. They are required now for backpacking instead of hanging your pack from a tree. Much more effective to avoid sharing your food with the bears - bears do not share well!

You mean like this?

Some sleeping pads fold up in a box shape so it could be a sleeping pad.

You're missing the bit where the original poster is asking about a green box shaped item strapped on the outside of packs. There are no green box shaped bear canisters. Therefore the original poster is not seeing a bear canister.

You are probably right - a folding mat. I was keying on "box like" and the bear canisters are usually carried inside the pack, with the mats strapped to the outside at the top or bottom of the pack.
