We will be camping at Upper Pines in mid-June. My wife will have trouble surviving without rice. Are there places in the campground to plug in a rice cooker?

The campgrounds don't have electrical outlets.
You have a few options. You can get a transformer that runs out of the cigarette lighter. However, rice cookers use a lot of electricity (as does anything that heats), so keep the car running. You can run an extension cord out of a bathroom, although it's unpleasant place to cook and the camp host may not like it. There's always the old fashion way of using a gas stove, but it's not as easy as an electric rice cooker.

Housekeeping camp has laundry facilities open to the public... so there are plenty of outlets. Do your clothes and do your rice at the same time.
I live and work in the Valley. Hope you enjoy your stay! Just be careful about cooking rice around your tent/site. A bear has been working the Upper/lower pines campground... cooking rice (especially in the evening) may make him curious. He won't bother you... but after you go to sleep, he may investigate.
